Fatwa shopping refers to choosing the easiest one and/or the one that suits your agenda(s)/motive(s)/need(s) of all the available fatwas on an issue, without caring whether it is correct or not.

Fatwa shopping is haram, because of the dishonesty involved on part of the people who fatwa-shop.
On the contrary, some people are under the impression that the hardest or the most difficult fatwa must be the correct one. Even this is a misconception.
It does not matter whether a fatwa is easy for one or hard; what matters is whether it is correct/right or not.
